Birth to Five Services

Did you know your baby, toddler, or young child may be eligible for special education or other services well before they are ready to enter kindergarten?

The AACPS Birth-5 Programs provide free diagnostic and intervention services for residents of Anne Arundel County. These services are provided to all children who are demonstrating qualifying delays or disabilities for educational services.

Ages 0-3

Parents, family members, guardians, physicians, childcare/preschool providers, or staff members from community agencies may refer a child if they have concerns about a child's development. Find more information about the referral process and development areas at the Infants and Toddlers Program site.

Ages 3-5

Child Find was established by the State of Maryland to locate, identify and evaluate children with disabilities. It is available at no cost to families.

Visit the Child Find site for referral information. If you have questions or concerns, call the Birth to Five office at 410-424-3260.

April is the Month of the Young Child

The Month of the Young Child celebrates children from birth through eight years old. We recognize the importance of early childhood development and how it shapes a child's future.

What activities can I integrate into life to help my child's development?

Music Monday - Sing and dance with your child
When children sing, dance, and listen to music, they develop their language and early literacy skills while being active and encouraging movement.

Tasty Tuesday - Have your child help pack lunches and make dinner
Cooking together connects math with literacy skills, science, and more. It can also encourage healthy nutrition and fitness habits.

Work Together Wednesday - Build something or work around the house together
When children build together they explore math and science concepts and develop their social and early literacy skills.

Artsy Thursday - Paint, draw, make a collage, use clay
Children develop creativity, social skills and fine motor skills with open-ended art projects where they can make choices, use their imaginations, and create with their hands.

Family Friday - Play games, watch a movie, and read together
Family members are young children's first and most important teachers. Time together builds connections and skills for learning.

The Child Find Referral Process
for ages 2 years, 10 months through 5 years

Do you have questions or concerns about the development of your child age 2 years, 10 months to 5 years? Parents/guardians can complete a referral for an evaluation to determine if their child is eligible for free early intervention services. Learn about the process and how to complete a referral. Youth Experiencing Homelessness

The federal McKinney-Vento Act ensures all children who live in any of the following situations have a right to enroll in school and receive transportation by request.

  • in a shelter

  • in a motel or campground due to lack of adequate accommodation

  • in a car, park, abandoned building, or bus or train station

  • doubled up with other people due to loss of housing or economic hardship

If you believe your children may be eligible, or know a child who is, contact your local school and ask to speak to the Pupil Personnel Worker.
